The text on the clock is the following:
אם אשכחך ירושלים תשכח ימיני
“If I forget you, O Jerusalem, let my right hand wither” (a quote from Psalms 137:5)
בית הכנסת חורבת ר’ יהודה החסיד בירושלים העתיקה
“The Hurvat Rabbi Yehudah he-Hasid Synagogue, in Old City of Jerusalem”
(as the clock on Tel Aviv Synagogue is made to look like the Hurva Synagogue of Jerusalem, which by the time the clock was erected still remained destroyed)
